This is nasty.
Why is my account access limited?
Your account access has been limited for the following reason(s):
Feb 27, 2012: Too many cards have been added and removed from your PayPal
account.
If you feel that your account has been limited by mistake, please contact
Customer Service.
You'll be able to withdraw any money in your account 180 days after your
last transaction. We'll email you when it's ready to be withdrawn.
(Your case ID for this reason is PP-001-xxx-xxx-xxx.)

I guess you used too many prepaid cards such as norton rebate card / visa /
master / amex
prepaid cards in your peepal? call, explain, it should be ok.

That is exactly what happened to me. I was trying to use up these prepaid rebate cards, in small dominations.
Suddenly, when I was adding another card to my account, it refused to add it
, then it limited my account.
Paypal sucks.
