eBay Seller issued refund, buyer not return item

Buyer required return item. I issued refund, but buyer did not ship out item
5 days after refund. I called eBay CS and let me claim a case if no
shipping 10 days later. Does anyone experience the same issue? How to treat
this generally. Thanks.

why not refund after receive return items?

I am new on eBay. Following the refund procedure where refund can be issued
now or issued within 3 days after receiving item, I issued refund. No
experience.
