If you are using USPS, tell your customer to sign the USPS claim form and
mail it back to you. You, as the shipper, will submit this claim to USPS.

If he choose to sign this form, you should refund him. He is either telling
the truth or more than what you can handle.
If you using FedEx, try to do the same thing.
