之前一直没啥问题
今天想在staples网站买个东西，用staples rebate card check out，总是说we are
sorry, but this is not rebate card, 去网上check balace也是说please try again
但是我在sam's club, kroger等店里使用就没问题。
还有我隐约记得，以前如果卡里钱不够会扣掉卡里余额，然后提示用其他method pay剩
下的钱，但是现在如果卡里余额不够了就不可以用了。这是银行改政策了，还是我记错
了？

The card is now issued by blackhawk. The site to check balance
changed.
clear your computer cookies and try from the beginning, it will
ask for the first 6 digits, then it direct you to the correct site.
staples system / bank system problem.
BTW, these cards can be used to feed bird now.
