超过$250, eBay/Paypal标准程序，必须有police report. 否则的话，eBay/Paypal不
赔。

也就是说 buyer只要去要个police report，那我就没办法了？问题是不是包裹丢了，
而是空的。 buyer去要，police也不能确定什么呀 会给吗

Yes. You can do nothing about it if it is his/her first time. You can
present your evidence, such as pictures/videos, shipping weight recorded by
the carrier. Otherwise Ebay/Paypal may do sth. S/he can show police the
order invoice and report to receive an empty box. If s/he does it often, s/
he doesn't dare to report it to police.
