最近在写一个paper,分析transportation方面的CO2的减排经济学,其中的两个显而易见
的policy options,tax 和 cap-and-trade.我的model做出来以后cap-and-trade比tax
要省好多钱,我一个coauthor觉得经过不make sense,他觉得两者应该是一样才对.不知
道这里有没有搞环境经济学的,觉得tax和cap-and-trade是不是在经济学上应当是同样
的效果.如果有不同的意见,能否推荐几个文献,谢谢.

it depends on what you are modeling.
"我的model做出来以后cap-and-trade比tax要省好多钱"
why? what's the intuition? if you cannot articulate it, you don't understand
it yet.

in terms of efficiency, most economists prefer carbon tax to cap-and-trade.
but it really depends on your model.

there is cap-and-trade, and then there is cap-and-trade.
the European cap-and-trade system is full of fraud and provides no proof
that it actually works. Best of all, it is a multi-billion dollar
corporate welfare for some of the worst polluters, through the issuance
of the initial free permits.
as talked about by the administration, the US system will instantly
impose a huge energy tax on energy producers (regulated utilities who
cannot pass on cost increases right away), energy use
