IPMI is open standard, I am not sure there is off shelf card you can install on a general desktop. Server vendors have their own solution, like HP's iLo, Dell's DRAC, IBM's IMM etc. I think your best bet is intelligent PDUs. Just Google it, it is doable.

Most of NICs support WOL and home routers with WRT image can wake up your computers. If you are also concerned about security, you can protect your home network with a firewall like ASA 5505 (perfect for home use). Of course if your budget allows, you may use managed PDUs or buy servers with out of band management (and you have remote console).

What about Intel AMT? WRT router+WOL(+VPN) is one way to do it
