generally for a finite set, mixed nash equilibrium always exists.
but pure nash equilibrium may not exist. but if your system is like
(general) congestion game, pure nash equilibrium exists (potential game).
or if the payoff function has some convexity conditions, you can also
have the existence of pure nash equilibrium.
