you said. The bottom line is that a paper (or two papers with similar
contents) should never be under two review processes at the same time. Many
journals take published conference papers, but your case is inverse. You are
going to submit a conference paper based on a journal paper, which will
conflict with the conference's policy since conferences require unpublished
work only.
