the answer is yes and no.
technically, it shouldn't be a problem. all you need is a simplified low-
power base station. Nokia had this plan for its tdma phones (5120 I think)
almost 15 years ago.
practically, you will need a license for FCC on the cell / pcs spectrum,
which is next to impossible. so Nokia abandoned their plan and the line of
nokia cell phones never got the home docking station.

You are talking another thing.
The OP's question is to modify a GSM (for example)
phone to be a fixed-line phone. But your answer
is to use a GSM phone as a home-based one.
Frequency band for all the commercial PCS networks
are allocated (purchased) and not free to use.
I doubt that if Nokia ever had such a plan.
