Modularity is a good thing but not a must in most situation. the example is, do you see XR12K is doing better than IOS based 7600 in terms of PE world? the answer is no. but I do admit from long run, IOX will replace IOS The most attractive things to a customer are still the feature set and the stability, if price not counted. better to have and must to have make differences.

Feature set matters most on the edge? Rumor has it T1600 is adding more intelligence on the core by some sort of policy-based routing, which is supposed to be done on the edge nowadays. Not 100% sure if it's true or necessary.

edge is the most complicated part, core is relative simple, mpls forwarding plus the HA features don't get it why core needs PBR, for TE traffic? but it should be done on edge routers
