Opposite to the common practice in China,most state capitals in the US are not
the largested cities in that state. Let me give a few example:
NY, Albany but not New York
PA, Harrisburg but not Philadelphia or Pittsburgh
MI, Lansing but not Detroit

IL, Spring field but not Chicago
CA, Sacramento but not Los Angels or San Francisco
WA, Olympia but not Seattle
