想直接点，让他明白不会借钱给他，但是希望说得礼貌些。现在编个理由，以后还是个

just say, it's not a chinese custom to lend money to other people. i'm sorry.

You are totally right. He is an Indian. We are just neighbors. I even don't
understand how could he think about ask me to lend him money! But since he
has already done this, I should be prepared for future trouble.
