or
makes
I thought it should be "make", but seems "makes" also ok,
like
"three years is not a short time."
??

type it out in microsoft word and use the grammar check to see which one is
correct.

"make" is correct.

the subject is "Measurements" make it possible, but not "years" So the verb
shoub be "MAKE" without S
