Civilian staff (people who work in the military but who do not have rank
and are not subject to military law).
Some members of the military are proper military officers or enlisted men,
although they have specialties that make them non-combatants, e.g., members
of the chaplain corp, JAG corp, medical corp, etc. Chaplains are military
