A colleague has won an award from one program as PI two years ago and it's
still on-going.
We are talking about collaboration. I am interested in submitting to this
program this year for another project and list him as a co-PI.
In this case, will his on-going program be a barrier? Not sure if it's worth
it to submit to this program again.
