it looks like you have lots of bare spots and weed in your fescue lawn.
What you need to do is very easy but need lots of work:
1. mow you lawn frequently, at least once a week.
2. water
3. apply fertilizer which it contains the weed killer.
4. overseed
5. pest control

草太短，没法剪?
You have to purchase a good lawn mower if you prefer lawn.
You can purchase the chemical from homedeopt or lowes for pest control. they
have many kinds. the water hose attached one is most easiest way to use.
I highly recommend you to do some research via internet. Key word:" tall
fescue lawn maintenance" and "mower selection".
