Not exactly. Hehe, those are not always moving from west to east.
System responsible for snow/rain are usually not as high as to the
altitude of flight. They are usually topping around 500mb, around 5-6km.
A very simple cartoon picture is to divide it into two layers
the upper atmosphere (rail)
the lower atmosphere
