受到学校寄来的录取信，有一段是这样说的，
Please note that the documents you have provided regarding your Master's
degree and Bachelor's degree are not considered official because they were
received in an envelope that was not sealed by the issuing institution. Please
have these institutions seal the envelopes closed and then send all documents
in an additional envelope, unless they can send the documents directly
themselves.
请问能拿这封 provisionally 的录取信去申请 student permit吗？我会同时提供学位证
的原件给visa officer. 还是把密封加公章的学位证及给学校，再
