I am asking a question for a friend who is working in a company with J1 visa
. If considering changing the VISA F1, is it necessary to apply for the J1
waiver?
Another question is when she would graduate from school, should she apply
for the J1 waiver first before applying the H1B since she would be in F1
VISA by then.

yes, you have to apply for J-1 weaver first, the apply for the J1-F1 visa
status change with the approve of J-1 weaver.
