1. 之所以印度得到几乎所有spillover是因为印度人排期靠前的多；
2. 之所以韩国得到spillover是因为他们family based少；
3. 09年family based剩9000，会用到EB中来；但是worldwide一起分。中国FB最多不超
过1w5，但不是保证一定要给中国FB1w5.所以没有中国FB的剩余名额给中国EB
oppenham说就这几个问题他不希望再重复回答问题。
大家再想一想有什么新的突破口可以缓解我们的状况。

在我们系来说，会考虑的，只是在其他area的人要非常非常出色，比targeted area的
candidate高出一截才行。
