还是就干等着?但通知上写着"He or she should contact the local USCIS office to
obtain form I-485, Application for Permenent Residence."是什么意思?

The instruction on the form is universal. Nothing you can do now. Wait till
your PD is current, and then file I-485.

Department of State issue Visa Bulletin every month. Also this BBS has many
discussions/information about it before/after the visa bulletin is issued.
Currently for China EB2 the cut-off date is 8/22/2005.
