Eb1b。写信给HR，HR说如果自己出钱可以自己找律师。但是.....各位给看看是什么意思
The attorney can prepare and file the petition for you, but will not be able
to make inquiries on the university’s behalf (UH would have to make them).
Also, USCIS correspondence will got to the university but not to the
attorney.
这能行吗？

学校不支持，没法办EB1B

When the HR mentioned the "university", who is it exactly? Your boss? HR? or
department chair?
EB1B needs a signed support letter from the university, probably your chair
is okay for that signature. HR does not help here.
Also, once the lawyer filed your case, of course all the correspondence
would go to the lawyer, how could your HR influence that?
I'd suggest that you bypass your HR, but to talk to your boss and your
department chair, etc.

Or are you a professor now? Then a department chair might be good enough for
that letter.

学校说HR会给负责。但说如果我自己出钱，不用找学校的指定律师。又说我自己的律师
不代表学校，这到底是怎么回事啊？

Again, you are not required to use a university-contracted attorney, unless
your Department pays any of the associated fees or if they will reimburse
you for any green card process expenses. If your Department is paying or
will reimburse you, you must use the services of a university-contracted
attorney and our Office of the General Counsel would designate him or her.

Your lawyer of course does not represent your school, as s/he represents you.
However, I don't get it how USCIS correspondence can be sent to your school,
rather than your lawyer. Or can you just update your school with your
status once you get the approval notice? You could ask your HR to clarify it
. Before that, you'd think what you want to get from your HR? Do you have to
get a signature from him/her? If not, why bother with him/her? Also, Your
HR never said that you could not apply for EB1B. What s/he said seemed like
some generic phrases.
Do you know anyone in your school who filed green card before? That might be
a more accurate resource you could rely on for your specific case.

既然说可以自己找律师，就说可以同意你申请，但是不能代表学校询问，而且所有通信
都到学校，而不是通过律师。HR这么说，因为EB-1B是要雇主申请的，I-140 petition
letter是雇主签字，还要雇主出具offer letter，而你自己找的律师不能代表学校。
