Frankly speaking, with citations less than 10 is hard for 140 approval if without other evidences. You can wait for the citations to grow a bit before you file 140.
Well, do you have something else to prove? Such as many people requesting your help, papers and code? Has your work been used anywhere in real systems?

For my major it's enough, I see from this board that bio people may require more.
I am also just preparing for my 140. All I say is based on my reading the posts on this board, what my lawyer told me, and the experiences of my friends. You can take what I say with a grain of salt.
Also, however strong the hard evidence is, the soft evidence and packaging are also important. Luck is also a factor there.

一步一个脚印, really no control about citation. same boat.. mine is only 17 from English paper and 24 from Chinese paper.

What if the applicant is a fresh graduate and the papers are just published,
so in this case he has to wait several years to apply?

Yours are more than enough, if you're in Engineering major
17 from English paper and 24 from Chinese paper.
