This letterhead is supposedly what their official letter papers look like. If they print the letter on such paper and scan it, that's okay. Or if they have some official image that can be put in word, that's also fine. I don't find the images for them. Well, per my lawyer's statement, the official letterhead is not a must, and some government people may not be allowed to use the official letterhead. Of course it's better to have one to make the letter look more official, but if the letter is a good letter, it can be used even without a letterhead.
