PP三四天就给REF could be more of a merit-based RFE.
IO拖两个星期再给REF could be more of a running-out-of-time kind of RFE.
However, whenever the RFE is sent, answer their questions clearly, and try
one's best. A case with NOID can get approved as well.

It sounds more serious than RFE, but they use basically the same procedure.

ah, if you ask this, then I guess that you don't need it.
For a person like me who can't wait, I can not bear not to use PP. :-)

if PP has risks, it may cost more time than regular application?

Nobody knows the risk for sure.
If one's case is not very strong, and there might be an RFE with or without
PP, it would still save time to answer the RFE 15 days later than multiple
months later.
However, would the case get denied with PP, but get approved without PP,
even if both would call for RFE? Nobody knows. It's a personal call after
all.
