月limit和日limit都没有到，通过moneypak网站往serve充值，最后一步总是显示：
We are unable to process the transaction. For further assistance, please
call the number on the back of your card.
是被block了么？

Copy of I-797 Receipt/Approval Notices for I-140/I-485 petitions (if
applicable)
我有个NIW的140 approve了
办H1B transfer 需要把approve notices的copy交上去吗

Are you in your 6th year of H1 or something? People in that range need an
approved 140 to extend the H1 beyond 6 years. If you are not in that range,
I guess that you do not need to report this. I don't know for sure, it's
just my guess.
