EVL一般是HR的人签字，老板签字应该也可以。
PETITION LETTER一般是负责办你的case的人（国际服务中心负责移民的staff，或者HR
)撰写，相同的人需要在你的I-140上签字。
$580 check一般是HR负责从你的employer那里request,然后和I-140的package一起递交。
当然具体学校公司规定不同。

PETITION LETTER： 我的是HR.公司里面有manager的，也过了。
EVL：应该是 HR.

我们是一个卫生系统下面（大概1万多人）下的一个研究所（100多人），没有专门的HR
，但是老板比较愿意帮忙，帮忙找的是研究所的PRESIDENT和director of operations,
跟我所应该没有问题的。我的EVL，petition letter,140应该到底找那个人签字呀。
EVL我的老板已经签了，但是我想让PRESIDENT签，想搞清楚，不想老是去找老板。多谢
大家的回复，非常感激。

My lawyer didn't have anybody of my school sign the petition letter. I-140
was signed by the international office of my school. EVL was from HR. The
check is not necessarily from the employer, but will look better if the
employer can do that, I did it through my lawyer.
You can spread them out, for example, ask the president to write the letter
of >3 full-time researcher and ability to pay. Ask the director for the
employment letter.
One thing is to make sure you can get the letter soon enough. It took me
about 1 month to get my ability to pay letter.
