I-140 has nothing to do with your non-immigrant status (or lack of such status) When you need to file EB I-485, you do need to be in a valid status plus your J1 waiver.

I would try everything to get a H1B first, then think about green card. It seems that H1B is hard but not impossible according to your HR.
What HR said is the prevailing wage in my field is ridiculous high, so H1B is hard... But J1+EB1 is possible...
