发现好几家律师做的PL中都提及了Kazarian vs USCIS case.貌似此人靠十几个引用通
过了140？版上有大牛们知道PL提这个case的目的是什么，是要论述"虽然申请者引用不
高,也已足够证明significant contribution么"? 这个case值得放入PL么? 如果用了这
个论证, 会不会让IO觉得申请人是个"内行人"?
比如PL中是如此运用这个case的:
In one of its decisions, the AAO held that dozens of citations, supported by
letters from experts in the field discussing the significance of XXX's
original contributions, were solid evidence of XXX's wolrdwide attention and
influence on other researchers. XXX has 100 citations. Compared to the
petitioner in the AAO decision, XXX has achieved significant influence in
his field."
