How does ISP restrict one IP address per Cable Modem?# Internet - 有缘千里一线牵

By the physical address of Cable Modem? Is this address a MAC address?
So if I have the below configuration:
ISP --> Cable Modem ------> Hub ---> PC1
\-----> PC2
If MY PC1 has already get an IP address from ISP through DHCP, PC2 will not
get one anymore. If I apply two IP address from ISP, do I need tell them the
MAC address of the NIC in my PC1 and PC2?
(Yeah, I can use NAT to make the Internet available for PC2, I just wanna to
know how ISP restrict the IP address
