Is it possible for outsiders to use the email list
at an email server?
For example, if one persson set up a email list
address at university A for a conference:
c********[email protected]_a.edu
Can another person at university B use the same address to
distribute some information, ie. by sending the information
to c********[email protected]_a.edu?

of course, you can, but they may block u.
[email protected]*.* will forward email to people in the mail list.
