I really doubt that will happen. It is not like catching fat cats, paying
fair share, or something like that, it is nothing but a fiscal transfer from
local and states to the fed. If enacted, I expect the states will fight all
the way to the Supreme Court, as it is not clear if it will run afoul of
the so-called "intergovernmental tax immunity doctrine".
