did four rounds phone interview with a company, and it's been three weeks
since the last one.
should I contact them or just wait, or move on?

3 weeks is long is enough, you should make a follow up, either call or just
email to them.

actually I sent them an email to follow up one week ago, but they did not
reply me.

Move on. If they are interested in you, they will contact you.
