If you are really confident that you deserve a much higher package, you can just hold and do not accept the offer until they bump up the offer as you expected, with no need to provide evidence of something like count offer. Pretty much it just depends on whether you can wait by taking the risk to pass the offer. HR has a range for a particular opening. If they cannot meet your expectation, they'd usually let you know before they have to break the deal.
