自从报告了我DIY EB-1A 无RFE两天获批准，有很多朋友问起Petition Letter， 我总结了我的经验如下，把一些自认为有用的表述与大家Share，欢迎补充。
一．开门见山
提出符合哪几条，三条即可。按现在的二步法，指出不仅仅符合，而且TOP！
I am submitting this letter in support of my petition for Aliens of
Extraordinary Ability under section 203(b)(1)(A) of the Immigration and
Nationality Act. The evidence submitted in the petition will prove that:
I. I am an alien of extraordinary ability on the basis of the following
facts:
1. I have authored important research articles in leading journals in
the medical research field.
2. I have participated as a judge of the work of others in my field.
3. I have made original scientific contributions of major significance
to my field of endeavor
II. Not only do my qualifications meet the criteria as designated above, but
I have also reached a level of expertise indicating that I am “one of that
small percentage who have risen to the very top of the field of endeavor.”
8 CFR 204.5(h)(2); and sustained national or international acclaim and that
my achievements have been recognized in the field of expertise. 8 CFR 204.5
(h)(3).
二．阐述每条Claim
Authorship：可以总结一个表格Show杂志的领域排名，读者，发行量，网络点击率等。
会议：参加人数，Total Abstracts Submitted， Acceptance Rate。
A widely used and accepted measure of the importance of a particular
scientific journal is the Thomson Scientific Impact Factor published by Thomson Reuters, which is the world’s leading source of intelligent information for
businesses and professionals. According to this ranking system, which is
valid worldwide, most of my publications are ranked in the very top of my
field. For example,。。。。
It is rather competitive to be offered the opportunity of an oral
presentation at such important meetings. For example, an analysis published
in the Journal of American Medical Association showed that Annual Scientific
Session of American Heart Association typically only accepts about 28% of
more than 13,455 submitted abstracts worldwide, and about one third
abstracts are selected as oral presentations.
Reviewer：杂志列表如上。
Typically, professional journals select reviewer based on many factors, such
as expertise, reputation, specific recommendations, and their previous
experience with the reviewer.
Contribution：
先介绍一下自己的研究领域。选两三个证据较多的成果展开说：
1． 原创性，我首创。。。
2． 解决了啥问题
3． 发表在哪里
4． 重要性， Cite你文章的人说啥？同领域专家说啥？（推荐信的作用在这里）
所以应该先试着写Contribution，然后针对性地去找推荐信！
1) Applying novel xxx technique in x research. I was the first to
demonstrate …. (your paper here). This paper is considered as significant
contribution to the field by peers:
• Dr. XXX from Germany quoted my original work as a major support
to …
• In an article published in the leading journal xxx, Dr. XXX
explained that my work “has been useful for understanding ...”
• Dr. XXX, M.D., Ph.D., the Director of xxx, Sweden, states “…

有Commentary最好！
2) My second important contribution relates to the application of XXX. (XXX, journal name). I have 4 publications on this topic.
A renowned leader in the field , Dr. XXX ( Chief of XXX, Switzerland) has a reviewer commentary article in xxx, which is one of the leading journals in xxx research, discussed my pioneer work regarding xxx.
Dr. XXX, from the world famous XX Institute in Australia, published a special editorial commentary article only on my work (xxx, journal name) in the same issue of the Journal of xxx, which is one of the top journal in xxx research. He reviewed my work in-deeply and concluded that ...
Citation 的作用
The significance of my contributions is also evidenced by over 500 articles in the scientific literature that reference 34 of my papers (3 newly published articles have not been included in the searching system yet). The statistics alone shows that I am a leader in the field. My research has been cited by both basic science and clinical researchers in the field of xxx, highlighting the importance and applicability of my cutting-edge research.
小奖也算
I received the “Outstanding Research Award”AT XXX. Although this is an internal award of XXX, it is worth underling that XXX is ranked on #2, and the Division of XXX is on #1 in the United States by US News and World Reports, hence this award can still be an evidence of my contributions. Furthermore, I was invited as a reviewer for the same award for 2XXX. Only one scientist is awarded in this category at XXX each year.
Online Media: 单独Claim媒体报道分量不足，放这里不错：
The significance of my research is supported by online media as well. For
example, my article xxx' in xxx was featured on the MDLinx.com site. MDLinx.
com is the world's most up to date index of articles that benefit day-to-day
practice of physicians and other healthcare professionals. The total global
reach for MDLinx now exceeds 1,000,000 professionals worldwide.
Email也有用：
As an expert in my field, I was often asked for consultation by peers. For
example, Dr. XXX from Stanford University, mentioned that my information is
very helpful for her project, because my method is the only way to test her
hypothesis. Dr. XXX , M.D., a xxx, who cited my work, notes “… His work
led me to test …”. Dr. XXX, an Assistant Professor of Vascular Biology
Institute at University of XXX, who knows me through my presentation at an
international meeting, notes “Dr. X is a well-educated and trained research
scientist. His works have educated and benefited many scientists and
physicians in the United State and throughout the world.”
三．Final Merit
理论上IO应该从你提供证据的质量判定，我觉得还是引导一下较好：
As shown above, I have published my research articles in leading
international journals. I have been invited to review manuscripts for
international journals, and more importantly, my expertise and scientific
contributions have been recognized by peers worldwide. Not only do my
qualifications meet the criteria, but also I distinguished from other
research scientists in my field, because:
1. The journals where I published my papers are at the top of field in
their category (Table 1).
2. I reviewed manuscripts for top journals in my field worldwide (Table2).
3. Scientists from 10 countries cited my work (Table 3), which clearly
indicates that my achievements have received international acclaim.
4. All achievements are consistent during my scientific career and my
citations are prospectively increase from 2xxx to 2xxx (Figures 1&2), which
demonstrates that the international acclaim is sustained and robust.
In order to quantitatively evaluate my performance compared with my peers, I
searched data from The Chronicle of Higher Education, which is the #1
source of news, information, and jobs for college and university faculty
members and administrators. The Chronicle’s audited web-site traffic is
routinely more than 14 million pages a month, seen by more than 1.7 million
unique visitors. This database collected journal articles published by group
of faculties under certain category for three years and citations for four
year span to calculate faculty scholarly productivity index for faculties in
more than 350 universities in the United States with PhD program. Table 4
shows the publications per faculty per 3 years, citations per faculty per 4
years in the top10 institutions (including Harvard University), and my data
in the same way. My citations are higher than the average citation of
faculty in these top institutions, although the number of my publications is
not dominated. These data strongly support that I have reached a level of
expertise indicating that I am “one of that small percentage who have risen
to the very top of the field of endeavor”.
四．几个小问题：
1．Top1%：USCIS 并没有要求，只是说Very Small Percentage， 建议模糊不要提，特
别不要出现在推荐信上，那样RFE会要依据？
2．包装不宜过度，好像世界离了你就不转了。一个常见的RFE是：你这末牛，与你老板
比如何，与推荐者比如何？
Document Index 最好按PL顺序做，IO容易查。
Employment Verification Letter一定要Update！
IO有标准，用事实说话！我的文字很朴实，但没废话，有理有据，所以没有RFE！
