今天，听到一个奇怪的言论，说：如果申请新的eb1或o-1,如果移民官觉得不合格，有
可能reopen以前的case,要重新judge,甚至可能revoke以前的case比如niw.
我觉得这个可能性是0，但是人家说：不能说none,只是可能性非常小，不能完全排除，
并说亲身碰到个这样的情况。
是真是假？

日本媒体大力报道了23日发生的中国特大动车追尾事故，仿佛事故发生在日本。之前，
日本媒体曾批评说，中国高铁是新干线的仿造品。
《朝日新闻》报道说：“中国铁路部门曾声称，中国高铁技术超过了日本的新干线。但
是这起事故给中国的技术自豪蒙上了阴影。”日本铁道专家在接受该报采访时说，
高铁车厢使用了日本技术，但是事故原因似乎源于中国自主开发的信号灯等运行系统。
日本媒体还预测说，中国向美国等世界各国出口高铁的计划有可能泡汤。《读卖新闻》
也报道说：“中国高铁的安全问题在这次事故中成为了现实。这次事故有可能对迅
速发展的中国国内高铁建设计划和海外出口产生影响。”

if they find cheat and fraud in current I-140, it reasonable for them to
look whether you lied too in previously approved I-140.
If you previous case was denied, no case to revisit to.

I heard a case from my lawyer. One of his clients filed NIW through him
before, however, that client didn't want to wait, so he later filed EB1A by
himself without my lawyer's acknowledgement. My lawyer was quite surprised
as one day he got the NIW rejection, and the arguments were too strict. It
turned out that guy's EB1A was rejected as well, and both rejection letters
looked similar. The requirement for NIW should be less strict, and
theoretically both applications should be reviewed independently, but
unfortunately both cases were checked and rejected together.

Yes, I think this is the only way that the immigration officer can revoke
previous cases.

This is really weird. Both cases belong to different categories. They should
be judged independently. 这个案件是属于运气太背。两个的要求根本就不同。版上
很多人，同时file NIW and EB1A.很少有两个同时被拒的。倒是少数人NIW被拒，但
EB1A却批准。当然，大部分都是两个都批准。

it happens when your eb1 case was judged by a nasty VO especially if he is
director or sort of something, when he pulled off your previous application
as a background information check, he is not happy with the previous VO's
decision. He can do that. That happen rarely and it is just pure bad luck if
it happened.
