幸好我还有个ieee senior member 没claim，也没有RFE。

我觉得REF在公司方面纠缠在工资上了。要求出具：
1: fed tax return
2: annual report
3: audited financial statements。
另外有一句说If the petitioner employs 100 workers or more, the petitioner
may submit a statement from the petitioner's financial offers which
establishes the petitioner's ability to pay the proffered wage.
这是不是说，100人之上不需要3种证明之一，只要一个证明信就可以了啊？
3种证明还要求爷爷告奶奶地去搞啊。

当时律师就告诉我 review 和 authorship 过了，但是 contribution 和 totality 没
有过。我寄回去的材料，无外乎就是 reviewed journal 的排名，editor 的信，
chaired conference 的人来自很多国家；另外 update 了我的 citation，强调了 top
journal，以及被很多有名的 institutes （24国家）引用；最后又找了很多 citing

用你的paper,有没有人根据你的工作建模?在你的基础上继续挖掘,开发出新概念和新技
术?你有没有提出啥新概念?你cs的,有什么软件,数据库之类的被人用过并有大量访问量
? 每一点至少上两个小证据.证据要客观,推荐人只能提供软证据.
review那个好办,找编辑要两封推荐信,说他们只找top的.同时附上杂志排名,作者分布

你的条件很强啊!好好包装一定会过.
(1) 包装很重要. 材料的组织要条理清晰, 还要美观.
(2) 再就是"生如夏花"所说的, 推荐信要具体, 不是多用"ORIGINAL", "SIGNIFICANT"
就可以的. 用多了更显得空洞. 要举例说明你为什么是"ORIGINAL"和"SIGNIFICANT的.

As to your review, the IO approved that "the evidence presented meets the
plain language of the regulatory criterion". "However, there is no
supporting evidence documenting that the beneficiary's participation as
judge is commensurate with the requirements for this classification."
This is a typical statement to mean that you need to show more of your
contribution. Step 1 is met, but not yet the step 2 (totality). However, I
do think that your evidences are strong enough, and you can emphasize them
more.
Now that they have given you the list, you can emphasize your strengths
again.
- Serving in an editorial positions for recognized journals
If you do not serve as editors, just pass. Not to mention anything.
- Reviewing a large number of articles
Could you say that 36 is a large number in your field? I remember someone
used to say some conference has xxx papers, and there are yyy reviewers, and
yet his reviewed papers are far above xxx/yyy, and hence he's in the top
percentage. You could think of some similar way to prove it.
- Serving as an expert judge, panelist etc for prizes and membership
Are you on any committee of prizes and memberships? If no, not to mention it.
After that, you still need to list all the reasons why you are an
outstanding reviewer/TPC members that you have listed before. Present them
in a fancier but still truthful way.

contribution指得应该是你claimed contribution的part吧。

My overall impression of this IO is that he is just too picky, or he is too
new to be consistent.
Related to the review, I meant that you could try to answer his request to
provide whatever evidence you have.
If the review number does not seem high from other evidences, perhaps you
can get more review verification letters to say something like the TPC
members/reviewers are only selected from xxx famous institutes with yyy
credentials, and you have reviewed far above average, etc. This is just my 2
cents though.
I also understand that you have requested review verification letters before
, and yet if you use all the old materials, the IO may not be happy. Just
one more two new letters might be better.
After answering their questions, what's more important is to build-up the
impression that your work is outstanding, or meeting the totality
requirement. In doing so, both research and reviews are needed to support
that goal.
As you mentioned in another post on the EB1B RFE template, the IO requested
a lot on originality, which is actually a given since all publications
should be original, and then people need to prove further than the work is
also significant and influential. In your case, you might have to find some
letters to say that your work is the first, etc.

写简单详尽，尤其是贡献的重要程度，应用，等都有。
我准备写的这两封中，重点突出orignal。详细说明以前的技术都不行，我这个是第一
个，第一次，而不是几句话。
信全是独立的，精雕细琢，可谓是吐血。

Not necessarily so. I used a reference letter from a professor who cited my
paper this way, as well. He can still say things such as he is impressed by
your work, and you are the first to propose this approach that made an
impact.
I printed the front page of my papers and the citing pages of the citations,
but I don't know whether the IO would really go check which citing paper
was this reference talking about.
