今天发了email过去愿意lock rate，对方帮我lock了，除了good faith estimate表格
，这次第一次看到Truth-in-lending discloser statement，上面有一句话
No Guarantee to Refinance. There is no guarantee that you will be able to
refinace to lower your rate and payments.
这句话重要不重要？是不是以后他们有权不让我做refinance？

you should be able to if you want. based on the wording, you may not be able
to lower your rate from this lender.

好，多谢。还有一句
Prepayment. If you pay off your loan early, you may be entitled to a refund
of part of the finance charge.
是不是包括我做refinance的情况。我的理解是refinance 意味着别的lender帮我pay
off了。然后如果这是对的话，那么这个 finance charge是指什么呢？要我refund的可
能就是给我的credit或者给我waive的origination fee?

"There is no guarantee that you will be able to refinance to lower your rate
and payments". This is standard in all of my truth-in-lending document.
No, you have right to do refinance or not.
