可行的 但是风险自负 因为terms写citi有权把miles收回 具体怎么执行 还是缺乏data

It makes sense for people who plans to get 2nd or 3rd one. Anyway, I think
the terms is the rule. It has nothing to do with morality. You can say that
the behavior may affect others, but no one but citi can judge that. Based on
at least 10 reports in FT, I think citi intentially loose the rule. Just my
cent.
