综合香港《文汇报》23日报道，美国是全球少数未有全民医保的发达国家，医改通
过后，全美医保覆盖率将提升到95%，保险公司亦不可再因为投保者的病历而拒保。法
案亦规定所有聘用50人以上的企业，必须为所有员工购买医疗保险，否则须就每名员工
罚款2000美元。
有大企业认为医改将会增加员工医疗成本，打算在医改实施后裁员。有专家认为，
医改最终将令小雇主受惠。汤森路透调查显示，美国雇主去年平均医疗成本上升7.3%，
高过通胀率和4.8%的整体医疗开支增长率。
医改盼减赤1.2万亿专家质疑实效
“钱”一直是医改争议核心。据美国国会预算委员会推算，医改推行首10年内，华
府开支将达到9400亿美元，但医改能同时增加税收并节省预算，让华府财赤减少1380亿
美元，并于第二个10年再减1.2万亿美元。然而，专家普遍对这个长远预测表示保留。
按推算，医改能从两方面达致开源节流，达到长远减赤目标。其一、减少5000亿美
元联邦医疗保险(Medicare，目前提供予65岁以上或长期病患的政府医保计划)支出；其
二、来自保险公司等的4,380亿美元(约3.4万亿港元)新增税收。

why bother printing the green backs.
just tax the hell of those still working and make sure you get as much as
they get paid.

No no no. You see, people hate taxes but they welcome inflation. Few have
a clear understanding between the nominal and real value, although the
idea behind it is so simple. What's so smart about the best politicians is
they always let you choose your own poison pill, meanwhile make sure you
are happy.
