三次的背景
第一次non-pp，引用30 审稿10 noid之后悲剧
第二次pp，引用80审稿80 0214 noid之后悲剧 ，之后还上了motion，不过最后还是悲
剧了
第三次pp，引用130审稿150+ 0214 noid之后过了
每一次都是noid都是totality上面出问题。
第一次算是条件差。后两次也算条件差不多了。都被noid真的很丧气。不过也算是连续
和0214打交道了。从第二次的noid response到motion，再到第三次的noid response，
加起来一共三次，问谁有我悲催：（
以下是千行眼泪分割线。。。
话说和0214打了那么多交道，也总结出一些小经验，这个我认为是最后一次反转的原因
之一 (运气更重要，希望大家不要遇上这个bt)。现在写出来和大家分享。
0214最喜欢数引用，“Indeed, USCIS considers the number of independent
citations to be an objective, reliable gauge in determining the alien's
original research contributions to the academic field.” 然后其他任何东西都
不算。
这怎么破？ 关键还是在于“objective, reliable”上。当然自己说不算，要通过推荐
信说出来。在对付0214上面，貌似high tone的推荐信比较管用。
比方说0214忽视review work “The record shows that the alien has been a
prolific reviewer, that he served as committee chair for a conference, and
that he is guest editor of a journal in his academic field. In this
criterion the evidence is strong, but alone does not prove that the alien is
recognized internationally as outstanding in the field.” 这个他已经说了
strong。但因为不够“objective, reliable”，所以这条强不够。我在original
submission的时候已经有两份好杂志主编的推荐信说reviewer selection criteria了
。NOID response的时候加了一个教授的推荐信，这个教授是10多个刊物的technical
editor，邀请过我review其中两个杂志的几个稿件。这个推荐信里面写了我被多少个杂
志，同一个杂志多少个编辑邀请过审稿。因为是是不同编辑邀请我，所以不是personal
connection来的。我的review数量就是非常objective的证据。有多少编辑是回头客，
回头客就说明了我有outstanding contribution，如果没有的话，编辑邀请一次就没下
文了。这些编辑来自哪些国家， 这也是我 recognized internationally as
outstanding in the field的证据。另外再附上会议其他co-chair和杂志其他 guest
editor的profile做compare (这不在推荐信里面的)
比方说0214忽视推荐信 “You submitted letters of opinion, but they do not
establish that the alien's research has contributed significantly to the
academic field. Moreover, letters alone would be insufficient to establish
the alien's original scientific or scholarly research contributions, which
must be demonstrated by independent objective evidence. USCIS may in its
discretion use such letters as advisory opinions submitted by expert
witnesses, but USCIS is ultimately responsible for making the final
determination of the alien's eligibility.” 我在noid response的时候找了一个
领域的祖师爷写推荐信。直接就说”我是祖师爷，这个领域我说了算, 我给我的领域写
了个Encyclopedia，我对这个Encyclopedia有很高的期望，with such hopes in mind,
I was very selective in what to be included.然后又从基础和应用两方面来论证
我的工作如何对这个领域有significant impact，所以被included 在这个流芳千古的
百科全书里面了。最后说这个领域只有不到1%的result被include等等。BTW，Noid要推
荐信貌似比较容易要的，祖师爷我以前去要是没要到的。
还有就是深挖the number of independent citations这个真正的objective, reliable
gauge。我的自引非常少，在noid response 的时候有接近140个引用，只有3个自引。
一座的引用占了90%+等等也通过另一封推荐信说出来。我有个paper用google scholar
用关键词search 出来是第六，但是前五不是textbook就是review，我的在research
paper里面是引用第一的证据也交了上去。
