刚看了一组照片，是中国二战日军细菌战受害者的。同时也读了一点受害者们在日本东
京上诉败诉的报道。
我不明白，其他很多人也不明白的是，这种案例为什么要到日本的地方法院打官司？日
本的法院判决日本政府的官司，那铁定的公平不了。国际争端难道不应该放到国际法庭
上解决吗？
网上找了半天，光看见报道，也看见有人有类似的疑问，却没有找到一个回答这个问题
的文章。懂国际法的，请指教一二。多谢。

My knowledge about international laws is limited. However, your question is
easy. Firstly, there is no international court on this sort of things (civil
matters). Secondly, all nations are sovereign. Even if there is such a court,
nobody can force a nation to submit itself to the court unless it is willing (
to submit), through treaties (such as WTO or Kyoto Protocol).
Finally, you may not like to hear it, but PRC has concluded a peace treaty in
1972 with Japan where PRC renounced any compensati

Further, in all world courts (criminal or civil), it is nations versus nations
. No individuals can sue as a plaintiff. (In a war crime tribunal, defendants
are naturally individuals.)
