The statutory provisions you mentioned are all about drug or alcohol test. I
seriously doubt that any state government could discriminate against AIDS
patients, or any kind of patient.
Government drawing a line based on health condition is very unlikely to
prevail against a constitutional challenge.
The supreme court will probably invoke the strict scrutiny tes
