noun.
the pardon of someone convicted of a crime. The conviction is made by law.
The pardon is by the administration. For example, the state governer can
pardon someone convicted by the state court, and the president of US can
pardon someone convicted by the supreme court. A famous case was the pardon
of Nixon for the watergate scandal.
I never knew it existed the clemency, before encounter this word. So, it's a
good word.

I think liniency is more like kindness.
clemency is formal, only used in the specific situation when someone found
guilty by law is pardoned by the administration.
(there's another meaning of clemency - good weather).
