On closing HUD-1, it has owner's title insurance $1200, half paid by seller.
Then it has an additional owner's title insurance base on ALTA 98, $180
dollars to cover encroachment, surface extraction, zoning, building permit,
etc.
I will pay $1200 for title insurance (actually $600 because seller pay half). The survey shows no encroachment on the property. Should I pay $180 more for the
additional title insurance?

Yes, it is always safe to have it to avoid ownership dispute later on. the
previous owner may have some dispute that you may never know until later,
divorce, inheritance, etc.

该买就买，那么多钱都投入房子上了，不差这点钱。
我们的agent说这个钱不要省，以免以后出问题。

I will pay for that $1200, which deals situation you mentioned.
I am asking for the additional coverage, which I need pay $180 more.

I agree. But I do not want to pay something actully the house does not need.
