You should be fine, since your popcorn ceiling textures were created using a
paper based or Styrofoam product to create the texture, rather than
asbestos.

That is not true. Even though production of popcorn ceilings with asbestos
was banned in 1978, the sale of remaining manufacturer inventory was allowed
until the 1980s untill all the inventory were sold out. So it is hard to
tell if a 1985 ceiling still has it or not. The best way to know is to get
it tested.

I was not living in US at their time, so I can only rely on EPA website as
my guide line, it says "their use was banned, not production" see 4th bullet
point.
According to your logic. Lead based paint was also banned in 1977, but it is
possible to for some guy to save some until now, so even if you buy a house
that is built in 2010, it could still be painted with lead based paint and
you should have it ch

is quite vague. You don't know whether it refers to the use in production or
the actual painting of the ceiling. If you do more search online rather
than just relying on the EPA website, you can see that many say the sale of

In this case it is highly unlikely for a 85 house (since the ban happen in
77, I doubt they would still be avail for sale in 85, but just like you said
