Today's no cost rate for jumbo conforming is 4.5%. Is this rate the lowest
during the most recent couple months? If it is true, is today the good time
to lock the rate? Thank you.

Yes, 4.5% for jumbo conforming is at historical low. I sincerely hope rate
can stay at this low level for a long period of time.

One broker told me that if the loan is processed, the rate could go down to
4.375%.
How could a loan application be considered "processed"? Does it mean we
should also have the appraisal done in order to get the lower rate?

That means the loan has been underwritten for a while, and if locked for 14
days, a lower rate is possible.
FYI, the interest rate has gone up this afternoon after the recovery of the
stock market.
