APR是Annual Percentage Rate的缩写，就是将贷款中你要付的finance charges冲抵贷
款本金后，再按你的月付款倒推出来的实际利率。Wikipedia的解释如下：

需要指出的是No Cost Refinance的APR和note rate应该是一样的。在GFE/TIL中不一样

APR是把Upfront的Cost都放到了Rate里面去，你的Monthly Payment还是按照Rate来计
算的。
