While I'm still waiting for my Verification of Degree from the university,
if the H1B Master Cap is used up, can I apply with the Regular Cap? Will

And is it also true that when I apply for an H1-B visa in the Master Cap, if
the master cap is used up, the application will automatically be put into
the Regular Cap?
